Minutes for July 7, 2010 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery and Dianne M. Senechal.  Peter E. W. Burns and Robert C. Libby were absent.

Others Present:  Daniel Collomy, Olive Collomy, and Jack Hanna.

The Meeting was called to order at 7:00 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes June 30, 2010.  Approved 3-0-2.  (Selectmen Peter Burns, and Robert Libby were absent).


  • Discussion held between 5:00 & 7:00 p.m.
The Selectmen discussed the Tax Collector Job Description and spoke with an individual who is a potential Comprehensive Plan member.

  • Emails from Sharon Leahy-Lind, Maine CDC—Re:  Health Advisory for Heat
  • Copy of letter from Fred Farnham to Central Maine Power—Re: Request to fix guy wire on Towle Street that is attached to a dead tree trunk.

  • Review of Projects and Issues
Selectman Cliff Emery reported the project to connect the Public Works well to the Town Hall and Transfer Station has been completed.  He thanked the Public Works people for doing such a fine job, and Doug Wright from Wells Unlimited for getting materials there the following day.  The work was completed and water was connected within a couple of days.  The water is in the process of being tested.  It looks clean and clear with no smell or taste.  

Selectman Harmon said there is also good water pressure.

Selectman Senechal reported she walked through the EMA building this week with  Sheridan Bennett and Bernie Groves.  She asked questions and took some pictures.  She said the building is in pretty good shape.  There are some issues but for the most part they already know about them.

Next week she will meet with the Solid Waste Manager to get an understanding of exactly what that Department does.

Selectman Senechal is continuing to work on energy issues.  She wants people in Town to know we are not rushing out spending money for energy efficiency.  The first thing she did was look at what might be available to the Town for Federal money.  It was reported back to the Selectmen that the issues appear to be in lighting and there are things we can do to save money for the Town.  Selectman Senechal has spoken to Efficiency Maine and learned the company that handles that has a lull at this time.  They sent a form that we can fill out to get a free audit of one of the Town buildings.  She does not know what building they may want to have audited.  The Board has to discuss it.  She is still gathering information and the Board will be looking at it.

Selectman Senechal reported that the Preliminary Draft for the Charter is now out.  Copies are available at the Town Office and various public locations around Town.  The public Hearing has been scheduled for Thursday, July 29, 2010 at 7:00 p.m. at the Town Office.  The Charter Commission is accepting comments at the Public Hearing.

Selectman Harmon asked some questions about public comments and how people can get their comments to the Commission.  Selectman Senechal said people can attend the Hearing, write, or mail their comments.  The Commission wants public comments however they can get them.


Selectman Harmon reported meeting with our Maine Municipal Representative last week when he came in to meet with the Selectmen’s Assistant.  He went over our insurance policy renewal for the upcoming year and everything looks good.   He discussed coverage, what should and should not be insured, claims, when to report them, and other issues.  It was an excellent meeting.

Selectman Harmon mentioned that Town Office was closed for the 4th of July weekend.  The Transfer Station was closed Tuesday but will open tomorrow at 8:00 a.m.

Police Union negotiations are scheduled for Friday at 1:00 p.m.  Selectman Harmon said they are hoping some of the issues brought up during negotiations last week will be settled.



  • Old Business
Sick Bank Policy--A work in progress.

Water Quality Issues--This item will be removed.  Work has been completed.  Fred Farnham wants to wait a week for the water to run, get flushed out, and settled.  The water sample has been sent out for testing, and we are waiting for the results.

Tax Collector Job Description--In the process of being reviewed and discussed.
